A meeting of LUB Punjab Working Committee was convened by LUB-Punjab President Adv. Arvind Dhumal on 24th January 2020, at Hotel President new courts, Jalandhar, which was followed by LUB Jalandhar Monthly meeting and dinner. The proceedings were conducted by LUB-Punjab Gen. Sec. Er. Samir Khanna. The main agenda was to take cognizance of the proposed tariff/ charges hike in electricity, by Punjab State Power Corporation Limited(PSPCL) and constitution of an Electricity/power Committee of LUB-Punjab (for which the names of representatives from all the LUB-Punjab units were sought well in time), & preparing suggestions / objections for the hearing with Punjab Electricity Regularity Authority, in Jalandhar, on 28/01/2020, & later in Chandigarh, on 03/02/2020, of the said LUB-Punjab Electricity/Power Committee.

Er. Samir Khanna, welcomed LUB-Pwc members, & requested them to give self-introduction, which they give one by one. He then requested Adv. Arvind Dhumal to take the proceedings further, which he did by thanking all PWC memebrs for attending this meeting, which was called at a short-notice, that, recently PSPCL had filed the petition demanding an increase of Rs.8,000/- in electricity-tariff. Further PSPCL has proposed that, this heavy increase in tariff (which is around 35%) will give tariff shock to the consumers and accordingly they requested the commission to decide the tariff gap in 3 years, with carrying costs. If that happens, tariffs could increase to the tune of 15% in this year, another 15% in next year and 15% in next to next year. This increase will also attract taxes which will tentatively be around 20%. If this happens, it will be very difficult for industry in Punjab. The Honorary Regulatory Commission had fixed the date for hearing at Jalandhar on 28/01/2020 and 3/1/2020/, 4/1/2020 at Chandigarh.
Taking forward the irrational demand of PSPCL and others problems, which may occur from time to time regarding electricity matters, it was suggested that, a Power committee be formed to cater to such problems. Under the able guidance and suggestion of Sh. Vijay Talwar, National Working Committee member and Chairman National Power Committee of All India LUB. It was decided to appoint a committee with Convener, Co-Conveners and members, forming a power committee, so that the committee could look after the electricity problems of the members and compile the objections to be filed for the meeting with PSPCL on 28th January 2020. It was suggested that each unit is given representation in the committee for which names were proposed by units. The committee was formed and Mr. Vikrant Sharma was appointed as its convenor.

Meeting wit PSERC at Jalandhar, on 28/01/2020:
LUB-Punjab Electricity committee represented LUB in the hearing of industrialists with PSERC, in Jalandhar, along with other MSME representatives, they too presented their suggestions. Following LUB-Punjab members & Electricity committee members represented LUB:

After this, a meeting was held with PSPCL officials and it was decided that LUB Punjab Power committee would call for suggestions from LUB members and take part in the next hearing with PSERC, at Chandigarh, on 3rd of February, 2020, & would submit a memorandum there.
Submission of Memorandum with PSERC in Chandigarh, on 3rd February, 2020:
On 3rd of February, 2020, following LUB-Punjab members went to Chandigarh to attend the said hearing with PSERC:

LUB-Punjab representatives presented a memorandum to PSERC (attached herewith), despite participating in the discussions alongside other MSME representatives of Punjab. It was emphatically stressed that, the MSMEs in Punjab are in dire-straits, & when PSPCL claims to have surplus electricity, then why this hike? It was also pointed-out that, PSPCL should also be asked to cut its unproductive losses (which are often inflated), show its all incomes (often hidden) & should increase its staff, so that, complaints could be effectively handeled, & well in time too.
Hon’ble commission assured LUB-Punjab & other MSME representatives that, it would go through the memorandums submitted by them, thoroughly, & would sympathetically take in to consideration the prevailing-condition of MSMEs in Punjab, before approving any hike in electricity-tariff!
