Laghu Udyog Bharati, Goa Pradesh, submitted a comprehensive 20-point memorandum to Hon’ble Chief Minister Dr. Pramod Sawant, presenting strategic recommendations aimed at strengthening Goa’s MSME manufacturing ecosystem. As the voice of micro, small, and medium enterprises in the state, LUB Goa highlighted the key challenges faced by local industries and proposed practical, policy-driven solutions to transform Goa’s industrial landscape.

The memorandum emphasized the need for a true end-to-end digital Single Window System with fixed timelines, real-time online tracking, and deemed approvals, ensuring it functions as a complete clearance mechanism rather than merely a submission portal. It also proposed a structured Market Linkage and Vendor Development Program to connect Goa-based MSMEs with large industries, hotels, retail chains, and government buyers, thereby strengthening local sourcing and business growth.

LUB Goa recommended reserving a fixed percentage of state government procurement for Goa-based Udyam-registered MSMEs with simplified and practical tender conditions. The organization further urged the announcement of sector-specific MSME clusters in areas such as pharma ancillaries, packaging, electronics, and food processing, supported by Common Facility Centres and convergence with Central Government schemes.

To encourage new investments and expansion, the memorandum suggested adopting a model similar to Maharashtra’s SGST reimbursement policy for new and growing micro and small manufacturing units. Additionally, it called for the creation of a structured Manufacturing Compliance Facilitation Program covering GST, labour laws, pollution norms, and factory-related filings through advisory clinics, helpdesks, and outreach camps. Simplification measures such as a single annual return and self-certification for micro units were also proposed.

Goa’s MSMEs play a crucial role in employment generation and economic development. With the right policy support, improved ease of compliance, enhanced market access, and better infrastructure, the state’s small industries can compete at national and global levels. LUB Goa expressed its readiness to work closely with the Government to implement these recommendations effectively.
