On April 15, 2025, a Parliamentary Committee review meeting on the implementation of the Prime Minister's Employment Generation Programme (PMEGP) in Arunachal Pradesh was organized by the Ministry of MSME at Taj Vivanta, Guwahati. The meeting, initially scheduled to be held in Tawang, had to be relocated due to unforeseen circumstances. The session witnessed the presence of 12 Members of Parliament from both Lok Sabha and Rajya Sabha, alongside senior officials from MSME, KVIC, NHAI, SBI, PNB, Bank of India, Bank of Baroda, Central Bank of India, and the Finance Department.
Pramod Kumar Mour and Mr. Vikash Agarwal represented Laghu Udyog Bharati at the meeting and submitted a memorandum prepared by the LUB Arunachal Pradesh Ekai. They also presented the official LUB Notebook to the Chairman of the Parliamentary Committee. During the session, Mr. Mour provided an overview of the concerns raised, while Mr. Vikash Agarwal specifically highlighted several key challenges affecting the effective implementation of the PMEGP scheme in Arunachal Pradesh. These included a noticeable decline in loan disbursals and delays in approvals by banks. His points were well-received and meaningfully incorporated into the committee’s deliberations.

Increasing the minimum target of PMEGP beneficiaries from 200 to 500 to widen the scheme’s impact.
Conducting more awareness programs at the grassroots level to enhance understanding and reach.
Expanding vendor development programs across the diverse geographical areas of the region.
Scaling up Entrepreneurship Development Programs (EDPs) to nurture new entrepreneurs.
Proposing to raise the maximum financial cap under PMEGP for the service sector from ₹20 lakh to ₹50 lakh, aligning it with the manufacturing sector to boost tourism and services in the North Eastern Region.
Recommending the inclusion of horticulture entrepreneurs in the PMEGP guidelines considering the vast potential in the sector.
Suggesting that banks be assigned region-wise targets and local organizations be actively involved in awareness and outreach initiatives.
This representation was a significant step toward addressing the real challenges on the ground and ensuring inclusive development through effective policy implementation.
