JAMMU: In a recent meet- ing held at Kunjwani Industrial Estate, Laghu Udyog Bharati (LUB) expressed its deep apprecia tion for the Jammu and Kashmir (J&K) administra- tion's decision to create a pol- icy to delineate Gair Mumkin Khads. The organization lauded the efforts of the Modi government, Lientenant Governor Manoj Sinha, Chief Secretary Atal Dulloo, and Principal Secretary Dr. Mandeep Kumar Bhandari, for their roles in this crucial initiative. The meeting also marked the induction of Rohit Verma, a young entre- preneur in the service sector, as a new member of Laghu Udyog Bharati with the efforts of Ishant Gupta, National Member of Mass Communication, Laghu Udyog Bharati, and Vice President of LUB J&K.
The meeting was organized under the leadership of LUB J&K President Parveen Pargal and attended by Senior Member Ajny Pargal, Vice President Ishant Gupta, General Secretary Aagam Jain, and Shiven Pargal.
LUB President Parveen Pargal highlighted that the issue of Gair Mumkin Khads, which has caused significant distress to landowners in Jammu, Samba, and Kathua, is now being effee tively addressesed.
He emphasized that the new policy will segregate Khads, identifying those that do not form watercourses and allowing for the develop- ment of these lands,
According to the policy, no land will be marked as Gair Mumkin Khad unless justi- fied by a three-tier team under the Divisional Commissioner and Deputy Commissioner.
Pargal proposed further suggestions to simplify the procedure for implementing the policy. He stated that Laghu Udyog Bharati is pro- posing a classification of these water bodies like Gair Mumkin Dariya for which compulsory hydraulic model- ing and wetting from a gov- ernment agency are required, Gair Mumkin Khad and Gair Mumkin Nallah, for which verification by a joint team from Flood Control and Revenue is needed, using visual methods if the water flow has been very low for 30 years; otherwise, hydraulie modeling is necessary. For Gair Mumkin Chui and Gair Mumkin Talab, hydraulic modeling is not possible, and verification by a joint team is needed to make a decision. For Gair Mumkin khasra numbers away from any kind of water body but classified as Gair Mumkin Khad, verification is neces sary. Similarly, for Gair Mumkin Hak, Gair Mumkin Rod, Gair Mumkin Rait, and Gair Mumkin Kool, hydraulic modeling is not possible, and verification by a joint team is required. Pargal suggested that the involvement of multiple gov ernment agencies such as NIH, Survey of India, and State Agencies Flood Control and Revenue makes coordi- nation challenging and time- consuming. Therefore, it would be more efficient to delegate the authority to set- tle these issues to the District Commissioner or Divisional Commissioner, based on the category. Laghu Udyog Bharati remains committed to sup porting the administration in implementing this pro-people policy and ensuring the development of the region.
