Laghu Udyog Bharati (LUB), Goa Pradesh, submitted a 20-point memorandum to Chief Minister Pramod Sawant, outlining key chal-lenges faced by manufac-turing MSMEs and sug-gesting policy measures to strengthen Goa's industrial ecosystem.
The memorandum was presented by LUB Goa's state leadership team led by state president Pallavi Salgaocar, along with state general sec-retary Mudit Agarwaal and state treasurer Vibhor Keny, It stressed the need for target ed interventions to support micro, small and medium manufacturing enterprises, which contribute significant ly to local employment and economic growth.
A key demand is the cre-ation of a fully integrated digital single window clear-ance system with fixed ser-vice timelines, online track ing, automatic escalation mechanisms and deemed approvals. LUB stated that the current system only al lows application submission without time-bound backend clearances.
The association also high-lighted the lack of structured market linkages for local manufacturers. It proposed a dedicated programme to con-nect MSMEs with large in-dustries, hotels, institution-al buyers, retail chains and government through buyer-seller meets, a digital vendor directory and quality support initiatives.
LUB further sought a fixed percentage of state gov-ernment procurement to be reserved for Goa-based Udyam-registered MSMES, along with simplified tender conditions and reduced EMD requirements. It recommend-ed developing sector-specif-ic clusters in areas such as pharma ancillaries, pack-aging, electronics and food processing, supported by common facilities and skill programmes.
The memorandum also called for SGST reimburse-ment for new and expanding units and a comprehensive compliance support system to simplify GST, labour and pollution-related filings for small manufacturers.
